El profesor Santibáñez dictó la charla central en el lanzamiento del libro "Re-thinking Policies to Cope With Desertification" (Re-pensando las políticas para enfrentar la desertificación).

A 40 años de la primera Conferencia de Nairobi, las Naciones Unidas han constatado que se requiere un cambio de estrategia en el combate a la desertificacion. En virtud de esto, estan preparando una obra que recoge las experiencias mas exitosas en materia de estudio y evaluación del problema de la desertificación. La experiencia del profesor Santibañez fue seleccionada como una de las mas significativas a nivel mundial, razón por la cual fué invitado a relatar sobre los trabajos realizados, dando una vision critica de los enfoques actuales del problema.

UNU has a mission to bridge the divide between the research and policy-making communities in order to address pressing global challenges such as desertification. And this is indeed the challenge of today: How can we pull all strands of this human, social and economic development together in a way that we arrive at success for the people most threatened by desertification? We have at our disposal today immense human, technological, institutional and even financial resources to overcome this challenge. What we need is a coherent, cohesive and integrated policy approach.

A brief report summarizing the wealth of experience and expertise present at the Joint International Conference "Desertification and the International Policy Imperative" (17-19 December 2006, Algiers, Algeria) is being launched on 28th June, 2007. The recommendations that are contained in this publication were developed by a group of eminent experts who took part in the conference discussions. These recommendations are intended to lead the way forward towards improved policy formulation for combating desertification, including effective and informed prioritization of issues for resource mobilization and building of targeted capacities in developing countries.
